Contractor transition for a 6.6 Mtpa open-cast mine

Operational-readiness planning and execution support for the concurrent demobilisation of an incumbent contractor and mobilisation of two incoming contractors.

6% under budget · zero injuries during a six-month transition
Context

The business need

A 6.6 Mtpa mine needed to transition contractors responsible for approximately 31 million tonnes of annual overburden movement without disrupting safety, production or cost performance.

Athari's role

How Athari helped

Athari integrated the mine plan, outgoing contractor ramp-down and incoming contractor mobilisation into one governed operational-readiness programme.

Outcome and value

6% under budget · zero injuries during a six-month transition

The transition maintained contractor production, achieved cost performance 6% below budget and recorded zero injuries across the six-month period.

A large South African open-cast coal mine was implementing a structured transition of its overburden-mining contractors while protecting production, safety, cost and social commitments.

The 6.6 Mtpa operation's contractor scope covered approximately 31 million tonnes of overburden movement each year. The transition required the incumbent contractor to ramp down and demobilise while two new contractors mobilised and ramped up concurrently.

Athari, working through a second-party implementation partner, was engaged to help design and execute the outgoing contractor's ramp-down strategy and the incoming contractors' mobilisation and ramp-up plans.

The challenge: maintaining control through a three-party transition

The mine leadership team needed to coordinate the outgoing contractor, two incoming contractors and internal operational stakeholders. Each party had different responsibilities, timelines, resource requirements and risks, but all activities had to remain aligned with one mine plan.

A collaborative three-phase approach

The work connected the mine plan, outgoing contractor ramp-down and incoming contractor ramp-up in one integrated readiness programme.

  1. Scoping phaseWe established a baseline view of the mine's current reality and held kick-off sessions with all interested and affected parties to clarify scope, risks and responsibilities.
  2. Planning phaseA collaborative plan integrated the mine plan with the incumbent contractor's phased ramp-down and the two incoming contractors' mobilisation and ramp-up strategies.
  3. Execution phaseAthari provided hands-on coordination, monitoring and facilitation to close priority transition actions and establish the meeting structures needed for effective transition governance.

02

Performance management

Structured tracking of milestones, actions, operational readiness and delivery performance.

03

Operational excellence

Practical support to preserve safe, reliable and cost-effective production through the transition.

Solution and deliverables

  1. Incoming-contractor mobilisation plansDetailed readiness and ramp-up plans for the two incoming overburden contractors.
  2. Phased demobilisation and handover planA sequenced ramp-down plan for the incumbent contractor, including key handover requirements and accountabilities.
  3. Integrated transition planOne operational-readiness schedule bringing together timelines, milestones, interfaces and critical actions across all parties.
  4. Lessons learned and final sign-offA structured close-out process captured lessons, confirmed outstanding actions and supported the final handover.

The impact: safe transition with strong cost performance

The six-month transition was completed without injuries while the contractor production requirement was maintained. The integrated governance structure helped the mine coordinate decisions, manage readiness risks and preserve operational continuity.

The result6% under budget and zero injuries

The contractors delivered the annual overburden production requirement below budget, achieved the mine's financial performance targets and maintained critical social and labour plan commitments during the transition.

Why the approach worked

The transition was managed as one integrated operational programme, not as separate contractor workstreams. Linking the mine plan to ramp-down, mobilisation, governance and performance tracking gave leadership a shared view of readiness and helped close risks before they affected production.
